Status of Annual Expenditure Reporting Module, scope of Annual Audit Statement and payment of 2006 allocation.
Annual Expenditure Reporting Module:

In December 2005 AMO was seeking volunteers to test the online reporting module.  During late January and early February, several municipalities tested the module and have reported back to us.  We are in the process of making changes to the module as a result. 

In accordance with the terms of the Municipal Funding Agreement For the Transfer of Federal Gas Tax Revenues Under the New Deal for Cities and Communities (Agreement) municipalities that received the 2005 allocation before December 31, 2005 are required to submit an annual expenditure report by March 31, 2006.  For municipalities receiving the 2005 allocation in the first part of 2006, you will be required to report both 2005 and 2006 by March 31, 2007.

During the week of February 20, 2006 each municipally designated gas tax contact will be emailed a login and password as well as instructions on how to use the online reporting module.

Annual Audit Statement:
Section 7.1 h of the Agreement requires municipalities to have its auditor prepare annually an Audit Statement.

We have been asked by a number of municipalities what the scope of this requirement is and we are happy to provide clarification.  Over the life of the Agreement the Audit Statement scope should include:  sections 3.1, 5.1, 6.2, 6.5 to 6.9, 7.1 a to g, 8.3, 9.1, 9.2 and 10 of the Agreement.  

2006 Allocation:
Work is underway in preparation for the payment of the first instalment of the 2006 allocation (on or before July 15, 2006).  Please remember to keep AMO updated on any changes to electronic funds transfer information.
