Financial Reporting
Municipalities can log-in through the AMO website to complete annual
expenditure reports for the Gas Tax Fund. An instruction manual is available to
assist municipalities use the reporting module and accurately complete
their Annual Expenditure Report.
Effective with the Amendment to the Federal Gas Tax Agreement and
2010 Municipal Fiscal Year, there has been change in the requirement to
submit an annual audit statement.
If there are no eligible costs applied to an eligible project in a
municipal fiscal year, the municipality is only required to have the
Municipal Treasurer submit the Treasurer’s Certificate no
need for an annual audit statement. The Municipal Auditor has no
role in either the submission of the online reporting or Municipal
Treasurer’s Certificate in that particular fiscal year.
If there are eligible costs for an eligible project, the requirement
of submitting an annual audit statement remains in effect.
The Treasurer’s Certificate or Annual Audit Statement is due
March 31, 2011.
Outcomes Reporting
The Oversight Committee has agreed to a set of indicators to
demonstrate measurable environmental outcomes of investments in
environmentally sustainable municipal infrastructure. Where possible,
measures reflect existing information already collected by
municipalities or information that is readily available to
municipalities. For details of the measures by eligible project category

AMO has expanded the online Annual Expenditure Reporting module to
include new screens, by eligible project category, to capture measurable
outcomes of municipal investments. Measurement will need to be done for
Gas Tax funded projects that have been completed by the end of a
reporting year.
