Solar PV RFP Template

LAS is often asked to provide support to municipalities procuring renewable energy technology. We obviously feel our own Solar Photovoltaic Program is very competitive in terms of price, quality, the team backing the projects, and the various other aspects of a complete turn-key offering. However, we are also interested in ensuring that our members move forward with renewable energy and that they obtain the best project possible for their facility. LAS is mandated to work with municipalities, their agencies, boards and commissions, as well as other organizations of Ontario’s broader public sector, to assist them in reducing the cost of their expenditures and in increasing their levels of revenues through the principles of economies-of-scale and co-operative procurement efforts.

This RFP template was designed by the Prometheus Institute for organizations that are seeking competitive bids for solar energy production.  This template aims to incorporate the best practices from actual RFPs that have been issued in the past.  This template intentionally excludes some requirements and redundancies that present unnecessary obstacles for organizations seeking solar energy, as well as solar energy developers. We hope you will use this template as a baseline to develop your RFP for solar energy and we urge you to customize it for your purposes.

The Prometheus Institute was created to fill a need for reliable data, quantitative analysis and practical information about the renewable energy industry. This lack of information is a limitation to the growth of the field and inhibits economic support for sustainability, and the Institute was created to provide this vital information and thereby accelerate the transition to widespread use of these sustainable technologies. Since its founding, the Institute has focused almost exclusively on pursuing these objectives specifically with respect to solar energy and photovoltaic (PV) electricity.
