    Economic Development Task Force February 2013 Update
    The Task Force met on February 19, 2013 and received presentations from the Ministry of Economic Development, Trade and Employment, the County of Wellington, the County of Bruce and Queen’s University’s Monieson Centre.

    Chaired by Marolyn Morrison, Mayor of the Town of Caledon and Councillor for the Region of Peel, the Task Force received the following presentations and updates: 

    Water Sector Strategy:
    The Ministry of Economic Development, Trade and Employment presented an overview of the Province’s Water Sector Strategy that was released in January 2013. The provincial government has made it a priority to develop Ontario’s water sector industry to increase innovation of technologies, investments and growth as well as job creation in this sector. The strategy is designed to help increase investment opportunities for Ontario-based water sector companies. 

    Ontario’s Entrepreneurship Network Strategy Review and Renewal:
    The Ministry of Economic Development, Trade and Employment gave an overview of its Entrepreneurship Network Strategy Review and Renewal of its regional networks, including: Small Business Enterprise Centres (SBECs), Regional Innovation Centres (RICs), MaRS, Ontario Centres of Excellence and the Ministry’s Business Advisory Services (BAS). This initiative is intended to develop and strengthen regional innovation and entrepreneur ecosystems.

    County of Wellington’s Economic Development Plan:
    The County of Wellington gave an overview of its recently approved economic development strategy. The purpose of the strategy is to foster and support a more coordinated approach amongst municipalities, local partners and other organizations to regional economic development.

    Ontario Chamber of Commerce Update:
    The Ontario Chamber of Commerce (OCC) presented its vision for a new economic agenda in Ontario by overcoming current challenges the province faces such as lagging productivity levels, the impacts to the labour force from retiring baby boomers, and current provincial debt levels to name a few. The OCC identifies five key priorities to address these challenges in its report Emerging Stronger: A Transformative Agenda for Ontario.

    Case Study – Grey Bruce Local Food Project:
    The County of Bruce presented a case study of the Grey Bruce Local Food Project – Foodlink Grey & Bruce. The case study is an example of regional municipal governments partnering together to actively promote the benefits of local food as well as enhance community economic development opportunities for the local food sector. 

    Monieson Centre Initiatives:
    Jeff Dixon, Associate Director of the Monieson Centre at the Queen’s University School of Business, gave an overview of several economic revitalization projects with a rural Ontario focus, including: The Impact Knowledge Mobilization on Rural Economic Development; Research Partnerships to Revitalize Rural Economies; and, Evaluating the Economic and Social Impacts of Rural Broadband.

    Economic Developers Council of Ontario Update:
    The Economic Developers Council of Ontario (EDCO) presented an update on the Council’s 2013 annual Conference that was held in London, Ontario. EDCO is also developing a proposed marketing strategy and welcomes its members’ feedback prior to the March 22 Board meeting. 

    The next task force meeting will be held on May 29, 2013.

    Chaired by Marolyn Morrison, Mayor of the Town of Caledon and Councillor, Region of Peel, the Task Force received the following updates:

    Local Improvement Charges:
    Michael Ptolemy, Manager, Tax and Revenue Policy Section, Ministry of Municipal Affairs and Housing, presented an overview of recent amendments to the Local Improvement Charges (LIC) regulation under the Municipal Act. The changes provide flexibility that will allow municipalities to help residents finance energy efficiency and renewable energy projects among other listed works such as water conservation.     Greater Toronto Marketing Alliance (GTMA):
    George Hanus, President and CEO of GTMA, presented an overview of the GTMA and its Foreign Direct Investment Attraction process. The Greater Toronto Marketing Alliance is a public-private partnership that serves as the key point of contact for businesses exploring opportunities in the Greater Toronto Area (GTA). The GTMA has so far assisted in locating 88 companies to the GTA who employ over 4,500 people and which pay over $6 million annually in municipal property tax dollars.  The GTMA is actively recruiting in the markets of California, Brazil, Italy, Germany, and France.  John Tory has recently become the Alliance’s Honourary Chair.  In addition to the three GTMA presentations at the right, for more information, visit GTMA’s website.

    Case Study-Niagara-on-the-Lake Outlet Mall:
    Milena Avramovic, Director of Community Services & Development, presented a case study on the town’s experience in participating in the development of a premier outlet shopping destination currently in the approvals process. A major focus of the study has been researching the creation of direct and indirect jobs, infrastructure improvements, and other economic benefits for Niagara Region.

    Toronto Board of Trade:
    Richard Joy, Vice-President, Policy and Government Relations, from the Toronto Board of Trade provided an overview of the Board’s activities to facilitate opportunities for knowledge sharing, networking, business development, and city building.  He spoke of the Board’s adoption of a broader regional approach in 2009 to advancing regional economic competitiveness of the GTA, not just the City of Toronto.  Richard also spoke to two Cluster Strategy pilots the Board has in progress - Life Sciences and the Food and Beverage Industry.     AMO-Municipal Perspective on Ontario’s Immigration Strategy: 
    Michael Jacek, Senior Policy Advisor and Sumeeta Kapur, Policy Advisor presented the potential economic development implications to Municipalities coming out of Ontario’s Immigration Strategy.

The Task Force is seeking new members!  AMO is putting a call out to municipal elected officials in all regions who might be interested in joining the Economic Development Task Force.  Members would be expected to attend four meetings per year, represent municipal perspectives, contribute to discussions, relay information to your councils, and contribute ideas to the agenda.  For more details, please contact Matthew Wilson, Senior Policy Advisor.

    AMO’s Economic Development Task Force met on August 7, 2012 and received presentations from the Tourism Industry Association of Ontario, the Timmins Economic Development Corporation, and the Ontario Business Improvement Area Association.

    Chaired by Marolyn Morrison, Mayor of the Town of Caledon and Councillor, Region of Peel, the Task Force also received updates from the Economic Developers Council of Ontario (EDCO), the Ministry of Agriculture, Food and Rural Affairs, Industry Canada, FedDev and AMO. Below is a summary of the meeting:

    Tourism Industry Association of Ontario (TIAO): Beth Potter, President of TIAO, presented an overview of the Association, the importance of tourism to Ontario’s economy, job creation and investment for municipalities, as well as linkages between tourism and infrastructure investments, for example the quality of the provincial and local transportation system to help attract visitors. 

    Economic Developers Council of Ontario (EDCO) Update: EDCO updated task force members regarding the organization’s annual conference that will be held in London from February 5-7, 2013 at the London Convention Centre. 

    Ministry of Agriculture, Food and Rural Affairs Update: OMAFRA provided an update on the Ministry’s Community Immigration Retention in Rural Ontario (CIRRO) initiative as well as the Community Attractiveness Indicators for Newcomers tool. Both the initiative and the tool focus on the importance of human capital for Ontario in terms of hard and soft skills, retaining youths in smaller communities and attracting newcomers.

    Case Study – Timmins Economic Development Corporation: CEO Christy Marinig provided an overview of the current activities of the Timmins Economic Development Corporation. A major focus of the Corporation has been researching its competitive strategy from an international, national, and provincial perspective.

    Report on National Economic Indicators: David Norton, Senior Economist with Industry Canada gave an overview of Ontario’s economic performance over the last two years using key national economic indicators. 

    FedDev Overview and Update: Sanjeev Dewett, Manager of Intergovernmental Affairs with the Federal Economic Development Agency for Southern Ontario gave an overview of the agency’s background and the programs that are available to Ontario’s communities including the recently announced Community Infrastructure Improvement Fund. The Fund provides $49.6 million over two years for the repair and upgrade of community and recreational facilities across Ontario. Municipalities are eligible to receive this cost shared funding and successful recipients may receive up to $1 million for a project and up to 50% of the project’s total value. However, in Ontario, priority may be given to projects that require a federal contribution of 33.3%. All projects must be completed before March 31, 2014.

    Ontario Business Improvement Area Association (OBIAA): Kay Matthews, Executive Director of the OBIAA gave an overview of business improvement areas in Ontario, the value of investing in local downtown areas and the economic benefits that BIAs provide Ontario’s municipalities. 

    AMO Conference 2012: AMO reminded task force members of the economic development concurrent workshop at this year’s AMO Conference in Ottawa. The workshop will discuss the benefits of business incubation for small businesses and communities and is scheduled to be held on Tuesday, August 21 from 11am-12.15pm at the Westin Ottawa.

    The next task force meeting will be held on November 26, 2012.

    Chaired by Marolyn Morrison, Mayor of the Town of Caledon and Councillor, Region of Peel, the Task Force also received updates from the Economic Developers Council of Ontario (EDCO), the Ontario Chamber of Commerce (OCC), and the Ministry of Municipal Affairs and Housing. Below is a summary of the meeting:

    Case Study: The City of Mississauga’s International Marketing Strategy: Larry Petovello, Director of Economic Development for the City of Mississauga and Task Force member, provided an overview of the City’s international marketing strategy. The City is aligning itself to become a global business magnet by targeting opportunities in high growth sectors, ensuring that an environment that is supportive to businesses is maintained in Mississauga, and by providing a global brand that will attract business, investment and jobs.

    Electricity Issues: Feed-in Tariff Review and AMO’s proposal for Local Improvement Charges: Scott Vokey, AMO/LAS Energy Coordinator, presented an overview of the provincial government’s two-year review of the Feed-in Tariff (FIT) Program and the proposed program rule changes to FIT 2.0.     The Task Force also heard AMO’s proposal for an initiative that would utilize Local Improvement Charges (LICs) for residential energy projects such as home energy retrofits and small renewable energy projects e.g. roof-top solar panels.

    Rural Tourism and Geo-Adventuring: Doug Matatall, CEO of TecVana Corporation provided an overview of survey results designed by marketing students from Fanshawe College’s Lawrence Kinlin School of Business regarding rural economic development and tourism. TecVana is exploring ways of marketing outdoor tourism in Ontario’s rural communities to the age demographic from 20-40 years old.

    Case Study: The Goderich Tornado, Rebuilding a Community: Larry McCabe, CAO of the Town of Goderich and Task Force member, gave a presentation on the impacts of the tornado that struck the Town of Goderich on August 21, 2011 and the rebuilding efforts that have been ongoing in the community.

    Economic Developers Council of Ontario (EDCO) Update:  EDCO informed the Task Force that the organization has developed a new, corporate membership structure that will allow staff from municipalities, the provincial government and private corporations to participate in Council matters. The new structure will also allow for three elected municipal officials from each EDCO member municipality to be included for membership.

    EDCO with the Ministry of Agriculture, Food and Rural Affairs has launched its third level of regional strategic planning that will be looking at data analysis of regional economic development.

    Additionally, EDCO, along with other Canadian economic development associations, are looking into ways that professional development opportunities and certification in the field of economic development can be standardized across Canada.

    Ontario Chamber of Commerce (OCC) Update: The Ontario Chamber of Commerce has recently welcomed Alan O’Dette as their new President & CEO replacing the retiring Len Crispino. The OCC with the Mowat Centre has recently released Emerging Stronger, a report developed out of consultation and feedback with participants at the Ontario Economic Summit in November 2011. The report looks at ways of creating a transformative agenda for Ontario as the province transitions out of the recent economic downturn. The OCC is currently committed to a renewed focus of revitalizing its Chamber Network and providing assistance to local chambers of commerce to help their communities move economic development opportunities forward.

    The OCC will be holding its 100th AGM & Convention from May 3 to 6, 2012 at the Holiday Inn & Suites Parkway Conference Centre in St. Catharines. At this year’s AGM the OCC will debate and vote on the policies that will become part of the organization’s platform for the next three years.

    Chaired by Marolyn Morrison, Mayor of the Town of Caledon and Councillor, Region of Peel, the Task Force also received updates from the Economic Developers Council of Ontario (EDCO), the Ministry of Municipal Affairs and Housing, and the Ministry of Agriculture, Food and Rural Affairs. Below is a summary of the meeting: 

    Ontario Immigration and Labour Market Update: The Ministry of Citizenship and Immigration gave an overview presentation on the current status of Ontario’s immigration and labour market. The Ministry provided an overview of the trends and developments in immigration to Ontario over the past several years. The Ministry also provided a comprehensive list of provincial programs that may be of interest to Ontario’s municipalities as well as potential new directions for Canada’s and Ontario’s immigration system.

    Promoting Next Generation Broadband Infrastructure in Ontario: The Ministry of Economic Development and Innovation presented on the opportunities of faster broadband infrastructure in Ontario. The presentation looked at the impact of broadband on Ontario’s economy as well as municipal models that exist across the province. Also explored was an overview of shared broadband infrastructure and relevant international examples.

    The Ministry is currently interested in identifying municipalities that are proactively installing cable conduit systems in their jurisdiction for future use.

    The Big Move – Transforming Transportation in the Greater Toronto and Hamilton Area
    : Metrolinx provided an overview of its 25-year integrated transportation plan for the Greater Toronto and Hamilton Area. Updates were provided on seven Metrolinx funded projects including upgrades to Union Station, Brampton’s Queen Street Züm, the Toronto-York Spadina Subway Extension, and others.

    Canada-European Union Comprehensive Economic Trade Agreement (CETA): The Ministry of Economic Development and Innovation provided task force members with an update on the current status of CETA negotiations.

    Economic Developers Council of Ontario (EDCO) Update: EDCO informed the Task Force that it is developing a new membership structure by expanding its membership classes.

    Ministry of Municipal Affairs and Housing Update: The Inter-Ministry Community Development Initiative will be presenting a concurrent session at this year’s ROMA/OGRA Conference at the Fairmont Royal York Hotel in Toronto from February 26-29, 2012. The session will look at recent municipal regional/collaborative projects in Ontario. 

    Ministry of Agriculture, Food and Rural Affairs Update: OMAFRA provided an update on branch realignments to its Economic Development Division. Program administration functions have been refocused in the new Rural Programs Branch and the regional economic development staff have been aligned within the Regional Economic Development Branch. 

    The Ministry is also beginning to develop a project to support rural communities in measuring their economic development performance through a planning and performance measurement tool. The tool will help communities better understand and increase capacity to manage, track and measure the outcomes of their economic development strategies and activities. The project team from the Ministry will engage with clients during the design and testing of the tool to ensure that it responds to clients’ needs and capacity.
