    New Infrastructure Funding Will Help Address Critical Roads and Bridges Needs
    Toronto, Ontario, April 26, 2013 - The Association of Municipalities of Ontario (AMO) lauds the Government of Ontario’s $100 million infrastructure fund for small, rural and Northern municipalities.

    “Building and maintaining roads, bridges and other critical infrastructure is essential to the future prosperity and safety of Ontario’s communities,” said AMO President Russ Powers. “Permanent and predictable funding for roads and bridges has been a top municipal priority”.

    Municipalities own about 65 per cent of Ontario’s infrastructure – more than any other order of government. In 2008, the Province and AMO jointly estimated that municipalities face an infrastructure gap of about $60 billion. 

    AMO also looks forward to further consultation on the components of a permanent program for roads, bridges and critical infrastructure investments for these municipalities. 

    Property taxes alone cannot fund the level of infrastructure investment and maintenance that’s needed to keep our residents and the economy moving. 

    “Federal, provincial and municipal governments all recognize that Ontario faces real infrastructure challenges and all three orders of government need to work together to address them”, said Russ Powers, President of AMO. “This new fund is a positive step forward”.

    AMO is a non-profit organization representing almost all of Ontario’s 444 municipal governments.  AMO supports and enhances strong and effective municipal government in Ontario and promotes the value of municipal government as a vital and essential component of Ontario and Canada’s political system.

    Ontario Government Responds to Infrastructure Needs for Small, Rural and Northern Municipalities
    Today the Ontario government announced its plans to create a fund of $100 million for 2013 - 2014, to assist small, rural and northern municipal governments build roads, bridges and other critical infrastructure.

    This was one of AMO’s major pre-budget asks in our 2013 Pre-Budget Submission The Next Chapter. The new fund will be available by October 1, 2013.  The government stated this will be the first step of a comprehensive transportation plan for rural and northern Ontario.  The Province will consult on the components of a permanent program for small, rural and northern municipalities.

    Municipal governments own more than 65% of Ontario’s infrastructure, much of it in need of investment to maintain a state of good repair.  The infrastructure funding deficit has been estimated to be at least $60 billion.  Approximately half of this deficit is related to roads and bridges.  The Provincial-Municipal Roads and Bridges Review Report of 2012 raised the need for a new, predictable and permanent fund to help municipalities fund road and bridge infrastructure.  AMO is encouraged by this investment.

    Further details are expected in the May 2nd Provincial Budget.  AMO will provide members with a summary of the budget highlights next week.

    The Federal Budget
    March 22, 2013, the Honourable Jim Flaherty tabled the Government of Canada’s 2013-2014 Budget, 2013 Economic Action Plan.

    In it, the government seeks to promote job creation and economic growth while remaining committed to returning to budgetary surplus by 2015. 

    Among the measures of significance to Ontario municipalities, the 2013 Budget focuses on infrastructure as a key foundation to economic growth. Accordingly, the government has reaffirmed its commitment to be a partner in building provincial and municipal infrastructure. This is done through the expansion of Canada’s Gas Tax Fund and a 10-year Building Canada Fund. 

    The government also has committed to enhancing employment by reforming skills training, support for manufacturing and businesses as well as investments in affordable housing.

    Canada’s Gas Tax Fund

    The government has committed to enhancing Canada’s Gas Tax Fund by expanding the number of eligible categories so that municipalities have additional flexibility when planning and investing in infrastructure. Specifically, municipalities will be able to invest Canada’s Gas Tax Funds in culture, tourism, sport and recreations facilities. This will assist municipalities as they plan for, and implement, their asset management plans. AMO is pleased that the government has recognized that municipal councils are best suited to determining their local infrastructure priorities and that all types of municipal infrastructure contribute to the quality of life and economic productivity of our communities. AMO will seek clarification on the details around this announcement, for example:
    • How a two percent index in $100-million increments will be defined? 
    • What will be Ontario’s indexed allocation?

    AMO looks forward to working with the Federal Government on a renewed Gas Tax Fund Agreement that will implement this commitment by March 31, 2014.  

    The Building Canada Fund

    The government also announced a 10-year Building Canada Fund. The Fund replaces the expiring Building Canada Plan. The $10 billion Fund is the same envelope of funding as the expiring plan over 10 years with broader categories for investment and will support provincial, territorial and municipal infrastructure. This is a direct result of the discussions that occurred over 2012 between the federal government and its stakeholders -including AMO and the Federation of Canadian Municipalities. In Ontario, the Building Canada Plan saw municipal infrastructure as the highest priority, AMO will seek clarification on the details around this announcement, for example:
    • What are the specific design features of the program?
    • Will municipal infrastructure continue to be the highest priority?

    AMO has long advocated for long-term sustainable infrastructure funding and we are pleased to see some of our recommendations implemented. While they remain focussed on deficit reduction, AMO is encouraged that the federal government will continue to be a partner in the building of our communities. We look forward to working with the province and the federal government to ensure that municipalities can get shovels in the ground in time for the 2014 construction season.

    Other Budget Measures

    Other measures introduced in the budget include:
    • New skills training program Canada Job Grant to better match skills with local labour market needs;
    • A commitment to support manufacturers and business to compete in the global economy including $920 million to renew the Federal Economic Development Agencyfor Southern Ontario (FedDev Ontario) for five years and $200 million for a new Advanced Manufacturing Fund in Ontario for five years, starting on April 1, 2014, funded from the renewed FedDev Ontario; and,
    • Renewal of two housing program agreements with the provinces and territories beyond 2014 that flow critically needed funds to municipalities. The renewal of the Homelessness Partnering Strategy and the Investment in Affordable Housing agreements will enable municipalities receiving this funding the means to continue providing specialized housing and homelessness programs to vulnerable populations in their communities.  

    Over the coming weeks, AMO will seek additional information and review the Budget Bill and monitor its progress.

    Toronto, Ontario, March 21, 2013. AMO today welcomed the 2013 Federal Budget’s focus on investing in infrastructure to help build our local, provincial and national economies.

    “As owners of more infrastructure than any other level of government, Ontario municipalities need long-term, sustainable funding to invest in local priority projects,” said AMO President Russ Powers. “I’m anxious to work with the federal government to move these commitments forward and to get shovels in the ground.”

    The federal government committed to improving Canada’s Gas Tax Fund by adding new project categories for municipalities to invest in. AMO has advocated for a more flexible Fund that will allow each municipality to invest exactly where it is needed the most. This improvement recognizes that all types of municipal infrastructure can contribute to public safety, better quality of life and economic growth. 

    Starting in 2014-15, Canada’s Gas Tax Fund will be indexed at two per cent per year. An indexed Fund is essential so that infrastructure funding grows over time to meet inflation and the rising costs of construction.

    The government also announced a 10-year Building Canada Fund to replace the expiring Building Canada Plan. The $10 billion Fund will support provincial, territorial and municipal infrastructure. The 10-year Fund is a direct result of discussions between the federal government and its stakeholders, including AMO and the Federation of Canadian Municipalities (FCM).

    The federal government will renew two housing program agreements that provide municipalities with critical funding for affordable housing and homeless programs to vulnerable populations in their communities.

    As the Government of Canada prepares its 2013 Budget, AMO has sent a letter to Finance Minister Jim Flaherty urging him to make municipal infrastructure a priority for the benefit of local, regional and national economies.

    The letter was copied to the Premier, the Provincial Minister of Infrastructure and Minister of Transportation and Provincial Opposition leaders and critics.

    AMO is encouraging members to raise the importance of investments in municipal infrastructure with their federal and provincial representatives in any meetings, delegations or other discussions.

    Municipal infrastructure provides the foundation for residents and businesses to participate in the global economy and investments in infrastructure contribute to business and labour productivity. These investments are essential to building the local economies that contribute to Canadian prosperity.

    In speaking with your MPPs or MPs, members may find the following key messages helpful:
    • We appreciate your government’s previous investments in municipal infrastructure and urge the government to make funding for municipal infrastructure a key part of the budget in 2013.
    • Investments in municipal infrastructure are investments in the foundations of productivity, quality of life and a modern economy.
    • All orders of government have an interest in municipal infrastructure investments and we must work in partnership to ensure these investments best meet the needs of our citizens and residents.
    • Municipalities in Ontario have a significant gap in infrastructure investment and we cannot make it up alone.
    • Ontario municipalities have been working hard to keep up our assets, but many are nearing the end of their useful lives and will need rehabilitation or replacement.
    • Municipal asset management planning will make the best use of financial resources, however, some municipalities will need help to complete the asset management plan process.

    AMO will continue to ask and advocate for:
    • A long term, ideally at least ten-year, municipal infrastructure program.
    • Funding allocations by province based on population and economic importance.
    • Dedicated portion of the funds to be directly for municipal infrastructure reflecting the fact that municipal governments are owners of the greatest portion of public infrastructure.
    • Eligibility of all local priorities determined by municipal councils through long-term municipal asset management planning.
    • Federal gas tax permanency – that this be indexed and its focus broadened to include the economy to create jobs and growth.
