
Chief Congestion Officer & Executive Director, Strategic Capital Coordination
The City of Toronto has created a new executive role to help manage the growing complexity of urban development and congestion: the Chief Congestion Officer and Executive Director, Strategic Capital Coordination. We are looking for a strategic leader who will serve as the City’s lead on congestion management by working collaboratively across divisions, agencies, and levels of government to develop strategies that reduce traffic disruption and improve the experience of residents, businesses, and visitors.
This is a rare opportunity to drive change, lead a high-performing team, and shape the policies, partnerships, and technologies that will define Toronto’s traffic and infrastructure future. Reporting to the Deputy City Manager, Infrastructure Services, you’ll be part of the City’s Senior Leadership Team and a trusted advisor on one of the most pressing challenges Toronto is currently facing.
The Chief Congestion Officer (CCO) role goes beyond traffic management - it's about systems thinking, strategic influence, and delivering results at scale. Through your leadership of the Strategic Capital Coordination Office, you can bring strategic oversight to how infrastructure is planned, delivered, and communicated, ensuring that major capital projects are aligned and responsive to the needs of a busy and evolving city.
